खाद्यतेल आणि तेलबियांच्या साठयांवर 30 जून 2022 पर्यंत मर्यादा.

देशात खाद्यतेलाच्या किमती आणखी कमी करण्याच्या प्रयत्नांचा भाग म्हणून केंद्र सरकारने गेल्या काही काळात अनेक पावले उचलली आहेत. याच प्रयत्नात, सरकारने 3 फेब्रुवारी 2022 रोजी, एक आदेश जारी करत खाद्यतेले आणि तेलबियांच्या साठयांवर 30 जून 2022 पर्यंत मर्यादा घातली आहे.
सरकारने याआधीच्या, म्हणजेच 8 ऑक्टोबर 2021 च्या आदेशानुसार, खाद्यतेले आणि तेलबियांच्या साठयावर मर्यादा ( stock limit quantities on edible oils and oilseeds ) अधिसूचित केली होती. हा आदेश 31 मार्च 2022 पर्यंत लागू होता. मात्र, असे असले तरी, तेल आणि तेलबियां साठ्यावर मर्यादा घालण्याचे प्रमाण (संख्यात्मक) किती असावे, याचा निर्णय राज्ये/केंद्रशासित प्रदेशाच्या सरकारांवर सोपवला होता, त्यांच्याकडचा उपलब्ध साठा आणि मागणी लक्षात घेऊन, त्यांनी हा निर्णय घ्यायचा होता. या आदेशाचा आढावा घेतला असता, असे आढळले की केवळ सहा राज्ये-उत्तरप्रदेश, कर्नाटक, हिमाचल प्रदेश, तेलंगण, राजस्थान आणि बिहार यांनीच केंद्र सरकारच्या आदेशानुसार, साठयावर मर्यादा घातली आहे.
मात्र, खाद्यतेलाच्या किमती नियंत्रणात ठेवण्याच्या केंद्र सरकारच्या प्रयत्नांचा लाभ देशातील सर्व राज्ये/केंद्रशासित प्रदेशातील ग्राहकांना मिळावा, यासाठी साठयाची मर्यादा सर्व राज्यांनी घालणे आवश्यक आहे. ही लक्षात घेऊन, केंद्र सरकारने काल, खाद्यतेल आणि तेलबियांच्या किमती किती प्रमाणात कमी कराव्यात याची निश्चित यादीच जारी केली असून, वर उल्लेखित सहा राज्ये वगळता सर्व राज्यात आता ही आदेश लागू असणार आहेत.
The stock limits specifying the quantities of edible oils and oilseeds Order, 2022 has been issued with immediate effect from 3rd February, 2022. Under this Order, the stock limits have been set in consultation with the stakeholder Departments viz. DA&FW, DAHD and DoCA. The following stock limits have been promulgated:-
For edible oils, the stock limit would be 30 quintals for retailers, 500 quintals for wholesalers, 30 quintals for retail outlets of bulk consumers i.e. big chain retailers and shops and 1000 quintals for its depots. Processors of edible oils would be able to stock 90 days of their storage capacities.
For edible oilseeds, the stock limit would be 100 quintals for retailers, 2000 quintals for wholesalers. Processors of edible oilseeds would be able to stock 90 days production of edible oils as per daily input production capacity.
Exporters and importers have been kept outside the purview of this Order with some caveats.
The Order further states that in case the stocks held by respective legal entities are higher than the prescribed limits then it has to be declared on the portal (https://evegoils.nic.in/eosp/login) of Department of Food & Public Distribution and bring it to the prescribed stock limits in this Control Order within 30 days of the issue of this notification.
The respective legal entities of the six (6) States which have been exempted in this Order are to follow the stock limits prescribed by the State Administration and declare the same on the above mentioned portal.
या आदेशामुळे, केंद्र सरकार, सर्व राज्ये आणि केंद्रशासित प्रदेशाना, खाद्यतेल आणि तेलबियांच्या किमतीचा साठा आणि वितरण यावर नियंत्रण ठेवण्याचे अधिकार मिळणार आहेत. यामुळे, केंद्र सरकारला देशात, खाद्यतेल आणि तेलबियांच्या साठेबाजीवर नियंत्रण ठेवण्यासाठी मदत होईल.
